@Mchl: It’s “on Windows.” Using other MS technologies gives you small bonuses, but is not required.

PHP is pretty much set in stone as being for and working well on Linux. People and business aren’t going to move their php setup over to windows any time soon, Windows has a long way to go in terms of reputation before that happens!
